Raffia or straw-like material would make good hair for the costume to wear under the hat and coming out of the sleeves. A plaid shirt and handkerchief are a good choice. Patches on the pants would be a nice touch as well. This little boy has a black painted nose and lines around his mouth and eyes to look like stitches.
