This is really cute for kids or adults:

Raffia or straw-like material would make good hair for the costume to wear under the hat and coming out of the sleeves. A plaid shirt and handkerchief are a good choice. Patches on the pants would be a nice touch as well. This little boy has a black painted nose and lines around his mouth and eyes to look like stitches.

Here is a great Halloween witch and if you are looking for ideas on how to wear your hair for this costume, here is a cool example showing the possibility of using a wig or your own locks with some funky purple highlights that add some spunky color. Messy and scrunchy waves are the ticket with this goolish character. Face make-up is green with accentuated eyebrows and lashes painted on and purple lip stick. The pointed hat is worn at an angle and has a matching netted bow tied around it. BOO! Are you scared?
