This is really cute for kids or adults:
scarecrow
Raffia or straw-like material would make good hair for the costume to wear under the hat and coming out of the sleeves. A plaid shirt and handkerchief are a good choice. Patches on the pants would be a nice touch as well. This little boy has a black painted nose and lines around his mouth and eyes to look like stitches.

The early 1960's still held conservative attitudes toward hair and many boys wore crewcuts:
crewcut
The top and sides are cut super short and because of a cowlick right near the front, there are some unruly tufts that want to do their own thing. In today's world, those random strands make this style practically up to date.

little curly girl
It the hair is longer, pulling it up on top into a loose ponytail and then fanning it out adds some height. Winding a few pieces around the finger while drying can add some darling cork screws around the face.

Here is a great example of a family on vacation back in the day.
Everybody here has short hair. Mom has a typical curled style that was most likely set on rollers the night before. The bangs are brushed straight up and back for height and she sides are curled under right at the ear. The little girl has a pixie cut and a most hysterical expression showing missing teeth, the older sister has a bob with a touch of curl at the ends, and the young boy has a short crew cut. Button up shirts from plain white, to checks, to patterns were popular along with rolled up jeans. And we must not forget those unforgettable cat eye glasses. The year was about 1966.

The one on the right has a pixie cut and the one on the left has some waves and soft curls around the bottom. Bobbie socks and Mary Janes completed the outfit.

After blow-drying, apply a dollop of defining hair product to hands and work through the strands while scrunching. It is important not use too much or it could weigh everything down.

Here is a cute witch costume idea for a little girl. The hat is huge, almost bigger than her and it covers up her blonde curly locks but they are peeking through just a tad. She is riding on a broom which is what witches do and this one looks like a long feather duster. She is dressed all in black and is all set for trick-or-treating.

Here's a picture of a teacher from the 1960s with a big bouffant flip. This woman has plenty of height on the top of her head as it looks as though there are at least 8 inches of ratted curls there. This was a popular hairstyle during this time period and celebrities like That Girl had something very similar.

Dakota Fanning is a talented teen actress who is seen here in this picture of her taken at First Star's Celebration for Children's Rights in June of 2008. This girl has pretty blonde hair as it is parted in the middle with no bangs and a simple style. The length is medium to long and is sleek and straight with slight bends on the ends which would be easy to create by wrapping the tips around a round brush while drying. This little lady is growing up fast as she is already 14 years old.
